The Basque Smart Specialisation Strategy, known as RIS3 Basque Country, has been developed by the Basque Government from a comprehensive approach to position the Basque County as a leader in innovation and sustainable development in Europe. This strategy is focused on identifying and driving key sectors where the Basque Country has competitive advantages and which it can harness to position itself on the world stage.

RIS3 Basque Country is based on three main strategic areas, known as ‘Strategic Priorities’, which in turn are broken down into ‘Specialised Niche Areas’:

Energy

  • Renewable energy
  • Energy efficiency
  • Smart energy grids and storage

Advanced manufacturing

  • Industry 4.0
  • Advanced manufacturing technologies 
  • Innovative processes and materials

Biohealth

  • Biotechnology 
  • Medical technologies
  • Personalised healthcare and active ageing

Along with the priority sectors, the strategy is based on those crosscutting ones that the Basque Country has defined as ‘Areas of Opportunity’, where the aim is to boost innovation and sustainability:

  • Digitalization and ICT: driving the digitalisation of the economy and society, with special emphasis on the information and communication technologies
  • Ecoinnovation: fostering sustainable practices and technologies that contribute to respectful environmental development.
  • Social Innovation: boosting initiatives to tackle social challenges and improve social cohesion and inclusion.

RIS3 Basque Country is implemented by means of cooperation among the key stakeholders:

  • Basque Government: leads and coordinates the strategy, ensuring alignment with European and regional policies.
  • Companies: actively participate in the implement of innovative projects and in the public-private partnership. 
  • Research Centres and Universities: contribute knowledge and technological expertise to develop innovative solutions.
  • Clusters and Business Associations: facilitate sectoral cooperation and transfer of technology. 

RIS Basque Country is supported by a combination of European, state and regional funds, including the Horizon 2020 programme and other investment and structural funds of the European Union. This combination of resources allows strategic projects to be financed and innovation bolstered in priority sectors.
